Yellow-labeled vehicles refer to petrol vehicles that do not meet the national I emission standards, and diesel vehicles that do not meet the national III emission standards. According to the Notice of the General Office of the People's Government of Hangzhou Municipality on Printing and Distributing the Implementation Plan of Air Pollution Prevention and Control in Hangzhou in 2014, the yellow-label passenger car that was eliminated before December 31, 2014 can generate updated indicators, and will be phased out on January 1, 2015. The yellow-label passenger car no longer produces updated indicators. At present, the deadline for this policy has only been more than two months.

Since March of this year, Hangzhou has implemented a car purchase restriction, and it is necessary to apply for increment or update indicators in order to obtain the right to be licensed. At present, the rate of winning the personal lottery in Hangzhou is about 1%. The relevant staff of the Hangzhou Office of the Atmospheric Office said that the current yellow-label vehicles that can directly generate updated indicators have a total of more than 19,000 vehicles in the city. If these owners do not go through the relevant scrapping procedures in time, they will lose the qualification to obtain updated indicators.

In addition, the Hangzhou Office of the Atmosphere also said that in addition to this part of the yellow standard passenger car that can produce updated indicators, Hangzhou City has also issued the "Hangzhou Diesel Vehicle Phase-out Subsidy Implementation Rules" for the yellow-label diesel vehicle. This policy will also be terminated on December 31, 2015.

According to the policy, the diesel yellow car registered in 2004 (excluding before) must be retired before December 31, 2014, and the maximum subsidy is 28,000 yuan. In 2005, the diesel yellow car registered on the card also needs to be The subsidy can only be obtained by completing the application before December 31, 2015. If this part of the yellow-label diesel vehicle fails to go through the relevant procedures within the specified time, it will not be able to obtain the corresponding subsidy.

At present, the main urban area of ​​Hangzhou has expanded the restricted line of yellow-label vehicles to the ring road, and the counties and cities (districts) have also defined the scope of the yellow-label vehicles. Once the yellow standard vehicle enters the restricted line range, it will be captured by off-site law enforcement equipment and will be fined 100 yuan (200 yuan for an accident). The public security traffic police department and the environmental protection department will also increase road sampling and increase penalties.

It is reported that the total number of remaining yellow-label vehicles in Hangzhou is currently more than 72,000. According to the "Notice of the Zhejiang Provincial People's Government on Printing and Distributing the Action Plan for Air Pollution Prevention and Control in Zhejiang Province (2013~2017)", before the end of 2015, Hangzhou City should completely eliminate the yellow label vehicle.
