The ruling of the WTO rules further determined that the US standard for the use of external benchmarks in countervailing investigations against China did not comply with WTO rules. Sun Jiwen said that the Appellate Body overturned the panel's ruling in response to the Chinese party's claim regarding the specificity and use of raw material subsidies. However, due to the fact that the expert group did not fully analyze this, the appellate body could not complete the legal analysis of whether the relevant US practices violated the WTO rules. The Chinese side expressed regret.
